The two-year project is being implemented in cooperation with institutions at the local level (social welfare centers, police stations, the main prosecution offices and courts, health care centers in the municipalities of Lazarevac, Zemun, Zrenjanin, Sombor) in partnership with the Provincial Secretariat for Labour, Employment and Gender Equality, and with the financial support of the OAK Foundation.

The purpose of the project is to contribute to the establishment of the system of protection for victims of domestic violence at the national level through coordinated model of intervention services based on clear policies and principles of protection, formulated rules of conduct and procedures, established mechanisms for monitoring treatment, which will lead to a comprehensive, effective and efficient protection of victims violence.

Specific objectives:

1) Development of documents on cross-sectoral cooperation at the local level:

  • Protocol on the Procedure of services and inter-sectoral cooperation, which is based on the experience and position of victims of violence, and where the primary aim is to stop and prevent further violence;
  • Unique record of domestic violence;
  • Model of communication and exchange of information between institutions on cases of domestic violence;
  • Model (internal and external) for monitoring, supervision and evaluation of the effects of protection.

Expected results:

  • Formulated written instructions on the treatment, Protocol of services and cross-sectoral cooperation;
  • Formulated written instructions for establishing internal and external mechanisms for monitoring the effects of operational procedures and their consistent application by professionals;
  • "Matrix" (list of indicators) for assessing treatment;
  • Developed guidelines for the use of documents which will allow "horizontal" transfer of knowledge and skills;
  • There has influence on decision-making at the national level to adopt the proposed procedures and models.

2) Creation of a model of "involved service" (institutional advocacy) in women's non-governmental organizations specialized in providing support to women victims of violence.

Expected results:

  • Changing the position of women victims of violence, from passive users of institutional services, to an active role in advocating for their rights and social change in the community;
  • Developed dimensions of advocacy consultant in women's organizations - representing beneficiaries in institutions and influence policy changes and procedures professionals at the local level;
  • Developed "tools '' for external monitoring and evaluation of the effects of measures to protect victims;
  • Developed guidelines for the use of models and the 'horizontal' transfer of knowledge and skills.
