Dunja MijatovićDunja Mijatović (Photo: dijalog.net)Council of Europe Commissioner for Human Rights, Dunja Mijatović, issued the Report after her visit to Serbia on March 13-17, 2023 with recommendations that focus on transitional justice, freedom of expression and association, as well as women's rights and gender equality. Along with recognition for strengthening the legislation and public policy framework for gender equality in the previous period, she called for redoubled efforts in the fight against persistent gender discriminatory stereotypes that contribute to the repetition of gender-based violence.

The commissioner expressed serious concern about the presence of all forms of violence against women, urging the authorities to address this phenomenon by passing laws that are fully compliant with relevant standards, as well as intensifying their implementation. Serbia has already received all these recommendations in the recommendations of the GREVIO expert group and the Committee of the Parties to the Istanbul Convention.

Also, the Commissioner called on the authorities in Serbia to take decisive action in solving digital violence against women and girls. She praised the crucial work of civil society organizations in the field of prevention and protection from violence against women and called on the authorities to provide stable funding to these organizations, as well as to cooperate and better use their support services. She also called on the authorities to provide a safe and appropriate environment for the work of civil organizations and human rights defenders, and to oppose the widespread use of strategic lawsuits (SLAPPs) against journalists, human rights defenders and activists.

In her report, the Commissioner referred to information received from women's organizations, including the Autonomous Women's Center (on the attachment sent in January 2023 to the Committee of the Parties to the Council of Europe Convention on the Prevention of Violence against Women and Domestic Violence, as well as on the proposal for amendments to the Criminal Code regarding with amendments and additions to criminal offenses in the field of sexual violence, including a proposal for the introduction of a new criminal offense - Misuse of a video of sexual content).
